Alaska Human Resource Investment Council and transferring certain              
functions of other entities to the council; abolishing the Employment          
Security Advisory Council; establishing a planning mechanism for               
employment training and other human resource investment needs; and             
providing for an effective date" was engrossed, signed by the                  
President and Secretary and transmitted to the House for                       
consideration.
